Measuring Progress: Data Collection and Evaluation for 911/988 Interoperability 

Join us for our final webinar of a three-part series exploring findings from Clear Pathways’ Crisis Response Pilot for 9-1-1 Public Safety Answering Points (PSAPs) and 9-8-8 call centers.

This session focuses on evaluating 911-988 interoperability and using metrics to support continuous quality improvement among the partners. Participants will hear key findings from Mathematica’s evaluation of the pilot, including common data reporting challenges and recommendations to strengthen future evaluation and implementation efforts.

Speakers

Cal Jenkins
Cal Jenkins, MS | Assistant Director of Research and Evaluation, Clear Pathways
Cal Jenkins, MS, is the Assistant Director of Research and Evaluation at Clear Pathways. In this role, she leads efforts to enhance interoperability between 911 and 988 systems. Her responsibilities include conducting a 911 call system assessment, developing an interoperability strategy, and most recently directing the Crisis Response Pilot to test this strategy in Ohio communities. Additionally, Cal has consulted on various Ohio-based projects in the behavioral health field. Before her work in Ohio, she served as an assistant and coordinator at the Meadows Mental Health Policy Institute, where she provided technical assistance for emergency room and jail diversion programs. Cal holds a Bachelor of Arts (BA) and a Master of Science (MS) in Criminology from The University of Texas at Dallas, graduating magna cum laude. During her studies, she served as president of the Black Student Alliance and the Criminal Justice Honor Society.
Robin Lindquist-Grantz
Robin Lindquist-Grantz, PhD, LISW-S | Director of Measurement & Evaluation, Clear Pathways; Senior Researcher, Mathematica
Robin Lindquist-Grantz, PhD, LISW-S, is a senior researcher at Mathematica. She has extensive experience conducting applied research and evaluation with health and human services programs. In addition to her work with Clear Pathways, she leads a cross-site qualitative study to understand the factors that lead to parental substance use and involvement with the child welfare system, and she co-leads an evaluation advisory panel for a federal evaluation of the Certified Community Behavioral Health Clinics model. She serves as the deputy project director for a summative evaluation of a service model to prevent homelessness among youth and young adults involved in the child welfare system.
Hancock K
Katie Hancock | Research Analyst, Mathematica
Katie Hancock has experience in program evaluation and technical assistance. Her work focuses on Medicaid, behavioral health, and child welfare policies. Katie’s widespread experience includes leading qualitative and quantitative data collection and analyses. She also synthesizes complex data findings into plain language reports, webinars, learning collaboratives, and other information sharing sessions. She is experienced in providing one-on-one support to state agencies and community organizations. In the Crisis Response Pilot, she developed metrics workbooks and provided technical assistance to sites completing them. She also facilitated call transfer metrics session with sites.
Porter N
Natalie Porter | Research Analyst, Mathematica
Natalie Porter specializes in mixed methods and has experience in behavioral health program evaluation and technical assistance. In her work, she analyzes survey data, develops quantitative technical measure specifications, leads qualitative data collection, and coordinates across teams to synthesize findings from multiple quantitative and qualitative data sources. In the Crisis Response Pilot, she led interviews, document reviews, and call transfer metrics sessions with sites. Prior to joining Mathematica, Natalie managed programs for homeless youth and this experience helps her support diverse behavioral health and social service staff through training, coaching, and program improvement.
