Clear Pathways, an initiative of Peg’s Foundation, is proud to release its 2025 Impact Report. This past year brought meaningful progress toward our mission: accelerating the implementation of best-practice behavioral health crisis response, ensuring that adults have a clear path to getting person-centered help.
In 2025, Clear Pathways solidified its position as a leader in behavioral health crisis transformation, reaching 81% of Ohio counties through our work. In addition to our direct engagement, we worked to build the strategic infrastructure to scale proven solutions across Ohio and the country.
Key Milestones
Three milestones define our year:
- Selected as a National BHERi Implementing Partner: Clear Pathways was chosen as an implementing partner for the Behavioral Health Emergency Response Initiative (BHERi). BHERi is a multi-state collaboration designed to develop transformational, sustainable approaches to community crisis response. BHERi is coordinated by NYU’s SCALE + Lab at The Marron Institute of Urban Management and funded by Blue Meridian Partners, with additional support from The Pew Charitable Trusts. Our leadership in scaling crisis response reform efforts in Ohio was a key driver in our selection as an implementing partner. Our role positions Clear Pathways to influence national crisis response policy.
- Advanced the Field of 911-988 Interoperability: Across five Ohio counties, Clear Pathways piloted processes to transfer behavioral health crisis calls from 911 to 988 and developed metrics communities can use to quantify 911-988 call transfers. Our pilot evaluation report furthers community knowledge on developing and sustaining efforts to divert non-emergency behavioral health crisis calls and deliver appropriate services to individuals in crisis. With this framework in place, we’re ready to guide a new cohort of communities through our interoperability strategy.
- Built a Foundation to Sustain Funding: 100% of interviewed mobile crisis providers cited financial strain as their greatest barrier to sustainability. Clear Pathways launched a project to address this directly. We interviewed crisis response professionals from nearly 25% of Ohio counties to explore alternative payment methodologies that support long-term system stability.
In 2026, Clear Pathways’ work is accelerating. We are deepening our BHERi collaboration, expanding interoperability to new communities, and launching a pilot testing alternative payment models.
